Adsense Google

I had created a google adsense account from dakshina Lanka(www.sitcweb.com). I paid them Rs. 2000 for this. But after one month it got disabled. but when I call to the DakshinaLanka, they told me to sent them all the details.But after sometimes no ansker. Given calls many tmes. So is this web site is a fraude web site.? I herd they already doing many illegal things.
And plese tell me how to get activate a banned google adsense account for money or free
